Drummond Carpenter, PLLC (Drummond), and Limno-Tech, Inc. (LimnoTech) formed a Mentor-Protégé joint venture (Drummond-LimnoTech JV) as part of the assistance contemplated under their SBA-approved Mentor Protégé Agreement dated July 8, 2021. The Drummond-LimnoTech JV is headquartered in Orlando, Florida.

Drummond (the Protégé) is a CVE-verified Service-Disabled Veteran-Owned Small Business (SDVOSB) performing work primarily under North American Industry Classification System ("NAICS") code 541330 (Engineering Services). In addition, Drummond also performs significant work under the secondary NAICS code 541620 (Environmental Consulting) as well as 541690, 514715, 541990, 561990, 562910, and 611430. Drummond specializes in providing solutions in the following practice areas:

  • Civil & Water Resources Engineering;
  • Environmental Modeling;
  • Environmental Assessment & Remediation;
  • Green Infrastructure & Sustainability; and
  • Nuclear Disposal & Storage.

Drummond has significant experience with contaminant modeling, field reconnaissance, nature-based solutions, sustainability master planning, civil site design, stakeholder engagement, and charrette organization. Drummond's designs consistently demonstrate a thorough understanding of natural and man-made systems, water quality, and regulatory / compliance needs. Drummond's clients have included federal and state agencies, municipal governments, educational institutions, private industry, non-profit organizations, and watershed councils. Drummond has executed projects funded by the Department of Energy (DOE), National Oceanic and Atmospheric Administration (NOAA), and National Aeronautics and Space Administration (NASA).

LimnoTech (the Mentor) has a 45-year history of providing environmental engineering services to the federal government, state governments, municipalities, and global industries, as well as international clients. Limno-Tech provides services under the primary NAICS code 541620. Limno-Tech also provides services under the NAICS codes 541620, 541330, 541360, 541370, 541511, 541512, 541611, 541715, and 562910. Limno-Tech specializes in the following areas:

  • Water Resources Engineering & Planning;
  • Environmental Assessment, Remediation & Restoration;
  • Computer Model Development & Application for Urban & Rural Watersheds;
  • Hydraulics and Hydrology;
  • Contaminant Fate & Transport;
  • Water Quality, Groundwater & Aquatic Ecosystems;

Limno-Tech has successfully performed over 3,500 projects, including procuring and serving as a prime contractor for federal agencies on seven multi-year indefinite delivery contracts. Limno-Tech is currently serving as a prime contractor for the U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC), USACE Buffalo District, and U.S. Geological Surveyervice (USGS). LimnoTech has previously served as prime contractor for U.S. Environmental Protection Agency (USEPA), NOAA, USACE Chicago District, and USACE Detroit District. LimnoTech has provided or is providing services to other federal agencies (e.g., International Joint Commission (IJC)/State Department, U.S. National Park Service) through its General Services Administration (GSA) schedule, and is currently a key subcontractor on contracts for federal agencies, including: USEPA, U.S. Fish and Wildlife Service, USACE Institute of Water Resources (IWR), and USACE St. Paul and Kansas City Districts.

The Drummond-LimnoTech JV satisfies all of the criteria to receive sole-source and set-aside contracts pursuant to the SBA's All-Small Mentor-Protégé Program regulations, including, but not limited to, contracts set aside for SDVOSBs and small businesses for engineering services and environmental consulting. Principals of LimnoTech and Drummond Carpenter have known each other and successfully worked together for over 20 years. Currently, the firms are working collaboratively on several projects for municipal and federal clients, including USACE.
